Underemployed persons include all employed persons who express the desire to have additional hours of work in their present job, an additional job, or a new job with longer working hours. Visibly underemployed persons are those who work for less than 40 hours during the reference week and want additional hours of work. This indicator reflects the extent of labor underutilization in the economy, capturing workers who are employed but seeking more work opportunities.1
