Unemployed persons are those aged 15 years and over who, during the reference period, are: (a) without work, (b) currently available for work, and (c) seeking work (or not seeking work due to specific reasons such as: discouraged workers who believe no work is available, awaiting results of previous job application, temporary illness or disability, bad weather, or waiting for rehire or job recall).1
